The two-story observation deck in the 107-meter Goryokaku Tower offers a view of Goryokaku, a special historic site with a star-shaped structure that is a rare Western-style fortification in Japan. The city of Hakodate, Mt. Hakodate and the beautiful Yokotsu Mountain Range can also be seen from the platform. On a clear day, the tower provides spectacular views of the Shimokita Peninsula and Tsugaru Peninsula in Aomori Prefecture across the Tsugaru Channel. Take a look at the 16 views of Goryokaku on a scenic model called "Memorial Pole" and learn the history of Goryokaku with graphical displays in the Goryokaku History Gallery on the second floor of the observation platform. Situated on the first floor of the observation platform is an all-weather glass atrium filled with plants and greenery. This comfortable sunlit retreat offers visitors a place to sit and rest during their visit in Goryokaku.

The Goryokaku Tower Collection 'Soetsu Ueki Gallery' has been opened to exhibit the works of Soetsu Ueki, a painter from Hakodate who is known for his unique paintings with the motif of 'Kappa'.
